Weird Performance

So i have a gtx 1070 ti and a ryzen 5 3600 with 16gb ram but i cant get 60fps on ultra settings is this normal or is something with my pc?

desktop, the thing is that I play assassin's creed Valhalla on ultra settings 60fps and this one sometimes I get 40 and normally I'm at 50/55 fps

it's very poorly optimised on pc unfortunately, i get around 70-90fps only at 1440p with a 9900k, 32gb ram and rtx titan, 4k is unplayable as it can't reach 60fps at all

If you play on lower settings do you get better framerates or does it stick around the same for all settings levels?

lowering them will naturally increase performance so that's out of the question, newer games can run better than 5-10 year old games, ubisoft just rushes in making games so 99.9% of the time they are poorly optimised however i can understand due to the many series of games that ubisoft makes but shouldn't be an excuse for poor optimisation, wish ubisoft optimised their games better instead of us having to reconfigure and find workarounds :(

only way to really gain performance with a lot of ubisofts games is to run two cards in sli doubling frame majority of the time, in doing so can cause instability and more frequent crashing unfortunately but it does work, takes time to configure it but worth it i

So on my Acer monitors I can run max performance & looks pretty good at 1080P. WHen I switch to the 4K TV (3840x2160) it locks up at the initial black loading screen. I've gotten past this a couple times, even played for a while at one point on the UHD (cannot recreate) but now even with lowest settings (Running a MSI 5500 XT w 8gb, good CPU+RAM) I cannot get it to run on the UHD with consistency.

Alright got it running. Crash once, let the Windows compatibility test run you in Win 8 mode and let it run the lowest settings upon inital load into game. Do not touch graphic quality!!! Graphics are OK but the game & story is A++ so win there. That or max specs on 1080P monitor

game isnt optimized bro . set shadow graphics on high not pcss ultra . details on very high . i think u can get 60 fps locked . texture and others setting dont effect alot of fps i tried .
