So you have a skill tree. Every skill can be bought for a specific amount of "skill-points", which you get for every 1000 exp. Exp can be earned with story missions, side missions, activitys, or doing challenges.
After spending a certain amount of skill-points you level up. That is important because then you can buy/use better equipment, f.e weapons. Of course you can upgrade them with money.
Also there are "gang-upgrades" which you can buy with money and ressources you find in chests or side missions.
