How do you wear capes?

I crafted "The People's Cloak." or something like that, and it won't let me wear it. I can't equip it, and it doesn't show up on Jacob at all.

okay, i looked into it, and apparently it's only an Evie thing. But it's stupid because it still let's you buy it was Jacob. That's pretty stupid.
