Same fps regardless of settings

I heard that the port for this game was somewhat decent so I decided to give it a try. When I play however, I get a constant 25-35 fps no matter what my settings are. 720p minimum and 4k maximum have the same performance result. I already updated all my drivers and i have no clue what to do. EDIT: I get 60 fps flawlessly during the tutorial mission but the second I reach the main openworld my fps begas to tank.
Specs:
GPU- RX 480 8GB
CPU- AMD FX 8320 3.5 Ghz 8 cores
RAM - 16 gigs of ddr4

change the FPS setting in the game.

i7 6700k, GTX 1070 8gb, 20gbddr4 ram = 27 fps. the game sucks

Dont run it on Ultra. :|

Even if I don't, it only changes around 5 fps.

runs fine on ultra in 1440p on my rig. (60fps vsync) 4K in ultra not so good naturally...

First. You and I have the same setup but I have a i5. This worked for me
1. Open game
2. Open task manager after the game opens
3. Click assassins and click details
3. Then try set affinity to normal
(each set up may need a different setting, you can also try making it to run on less cores using cpu affinity. It's usually caused by a cpu bottle neck)
