The key here is using both the Heat element and neutral (or any other) with different shots. Maybe you will get the solution with that in mind.
Maybe we'll find a way to make it a bit clearer in the future.
Since the quest trigger only after you finish the Temple Mine, maybe set up a (optional) puzzle in TM that requires you to bounce a normal charge shot off ice blocks?
Just so players are aware they can do that.
Frankly, I had some difficulties at first, only because my mind was formatted to use fire when there's ice like a devil... But after a few minutes, using a combo of fire and regular did the trick.
There's nothing difficult for this room, visualy wise, though. =0

People tend to go straight in the complicated zone, while screening out the obvious right away~
