Disabling Motion Blur?

Hey just started playing the game and I noticed that there's a motion blur when aiming. I don't see an option to disable it in the options menu. There a way to disable it at all?

ok I played a bit further and I found it it's just that cinematic (so far) that made aiming have motion blur. Cutscenes in general kind of have a blur tho so I'm still interested in a way to disable it if possible
