How to Use Tier 2 Abilities?

do they take over the tier 1 or is there a requirement to activate them?

You need three blue bars to use tier 2 combat arts

There's a requirement, it takes the 3 SP bars, as well as you need to hold down the ability longer. Remember in the pre-tutorial when you held Space Bar, and Lea had three pulses and released some super attack? That's essentially what you have to do here. You just need to wait slightly longer for the second pulse to activate in order to properly use your T2 ability. And trust me, the 2 more SP that it costs is totally worth it, but be careful with the sawblade one, as it's supposed to bring enemies into the air with you, but that doesn't necessarily work on bosses.

I never got a tutorial for it. but thanks for the respond anyways guys.

There wasn't a tutorial for it, but you used it in the very beginning of the game, when you were fighting robots to get to that dude on a computer.
