Where do you get this item? There seems to be no information about it on wiki

It's in Rookie Harbor, from a trader in the northeast section of the map with the fountain.

In Rookie Harbour, to the right of the Main Quest Building, there's a path that leads backwards, then it splits, to go back to another area, and to the right, follow the right path around, until it reaches the bottom, and the NPC there trades the Creation Gem.
