Max level is 99 and I suppose you can unlock everything or most of it with this level. But near level 65, it's really long to up and kind of useless actually.
I'd love to have a way to unlock all the skill trees at endgame without grinding that much.
I stopped leveling at 65 because even final boss is too easy past this level with a decent stuff.
If we will carry over our levels into new game+ then that's probably the better way to reach max level, because we'll get the quest exp reward again and monsters would also scale higher to make up for our own level.
Especially, how are you going to scale things anyways? Players are finishing the games in wildly different states. Some are just in the high 50s when they beat the final boss, some took their time grinding out all the trophies in the cumulative section and are at the very least level 70, if not even higher than that. Same for the equipment. Not to mention that some bosses were probably never even balanced around a higher level in the first place.
Also, what's the point of an NG+ if you trivialize the entire playthrough? Getting like 3 missable trophies, at most?
With New game+ being an stretch goal, I don't think they'll just half-ass the whole thing. With all the depth and features this game has, I don't think they'll half-ass anything, honestly.
I think scaling could be done exactly like boosters have done, except by instead of setting the monsters level to an arbitrary value (ex: 64), putting the monster's stats on par with the player's level. So no matter how overleveled you are, the enemies will always be close enough to be a challenge. Borderlands does this and it works pretty well.
something i learn from other games (botw) is a good power up for enemies is if you give them hp regen
You're around 62+ at the very least at the end when you got the Rhombus Square equipment.
Why would enemies suddenly be like 15 levels lower than the last area you were in?
