How do i Circuit reset?

I read on the wiki that u get an item called circuit override and its gotten after killing certain bosses

Is there a way to buy them and if so where,how and for how much?

Is there any other way to reset circuits? Any free ways because I plan to expirement alot

You can trade for a circuit reset in the Info Hub 1st Basement in Rookie Harbor.

If you just want to do a lot of short experiments, you should probably save the game before experimenting and then load it at the end of each experiment so that you get all your resets back. (Of course, this means you lose any xp/loot acquired during the experimentation.)

When you use one of them, I think you can reset as many times as you want as long as you don't leave the room.

You should be getting a free one with every story Shade key item you get, otherwise you will need to trade some late-game materials to the info hub basement trader.
