General tactic: Don't just attack Apollo at any time, try to play defensive, dodge and guard attacks, keep your distance.
Whenever Apollo executes a combat art, he'll be weak for a few seconds (glowing red) and open to attacks. Use that moment to deal damage.
Alternatively you can try to perfect guard his melee attacks which should stun him as well.
That move, by the way, was basically the only reason I won at all - it was the only tool in my arsenal that let me keep up with his overwhelming damage.
How on earth did you do that when he's blocking the path to get the ice element in the first place?
For the most part I just played defensively, dodged most stuff (except his super secret attack, yowza!), then wasted him using primarily "Fire whirl" (REALLY powerful). But I'm the Triblader/Pentafist build-- I like melee fighting.
Unrelated: My second playthrough I was opening up the Bergen trails map, and for S&G's took him on at level 8 before the mine (recommended for lv 10), and it was actually a fun challenge that went to all 9 rounds. I pulled it off but it felt like just barely.

Just throw balls till you can use it then hit him with the move - instant K.O.
He's definitely more difficult than the first time I fought him. He didn't win a single round the first time and he managed to take one from the the second time.
It's already been mentioned, but the trick is to play a bit more defensively. I was spending a lot more time evading his attacks than attacking myself. I mostly attacked with range and would occasionally land some melee hits whenever he tried to charge across the field to use a melee attack.
It might also depend on what you have equipped for circuits, but I rarely used fire element. One of my favorite attacks to use when it got it charged up was the bulk caliber attack, just due to how much it bounces around the cage and deals good damage to him.
The one thing I will say is perhaps you need some better armor and weapons. When I went into that fight, I had the best weapons and armor available at that time. It certainly helps if you have weapons/armor that have regen effect.
