(NB: friendship moves to prestige levels so there's no 'max' as such, just a cap on the initial levels and the passive ability they give.)
you don't need 40 hours in act 1 and 2 to achieve this. I just spend 12-15 hours grinding out max friendship with most of my roster before starting the final mission. Take them on missions with hunter and you get Hang Outs where you can give gifts. Combined with proper dialogue choices you can still gain 18-22 friendship points in a single hangout. While a haven can net you around 26-32.
Now...as for truly maxing the friendship level... now that is impossible since, just like Champion Levels, they keep going on endlessly. Giving stat increments. So that eventually you'll outscale enemies on Ultimate 3 even.
for the achievement you only need to do it with one hero
there are caps for all those stats. but take it from me i have almost 200h and i still have 6 heroes + the hunter to max out on those extra stats
