ETA: I don't think the cards require 200 points either, I believe you could go to 100 dark and get the card and then go back to light, which cuts a couple of hundred points off the amount you need if you want to do it in one playthrough.
The text on the achievement is just "Fully Armed: Acquire every Hunter ability." it doesn't say you have to do it concurrently.
It can be unlocked at any light or dark power, not even maxed, since the story gives you one of each legendary free, you don't need the extra one since it doesn't have to be upgraded.

Note you have to have at least one of each at the same time, and light/dark doesn't matter.
What do you mean by "able to just craft"? I thought you can only craft copies of cards you already have? So obtaining a new/missing card due to crafting at the forge didn't cross my mind.

For example whilst I got a Charlie for completing the abbey side quest even though I've gone full dark, someone else told me they got a second Bladestorm.
well both some truths and not here, you can get both annihilation and summon charlie in certain side quests (not random), but only the base cards to get the second copy to upgrade its 200 dark and 200 light. To get bladestorm you need to finish the challenge where you also get the midnight suns outfit, and that second copy you can get in either a coil or craft
