He probably just made up on the spot. The player is probably he first one Leg Eater has met that even has enough geo to give when he asks.

He probably also has no idea how rich someone can get considering umm... his circumstances. He probably think he's getting mighty rich from a few hundred geos that he charges given his inner dialogues.

So Leg Eater was like "If you wanna live, hand over your valuables." And then when you ask them how much they want they go "Umm, 10 bucks. Yeah 10 bucks will set me straight. NOW GIVE ME 10 BUCKS I AIN'T MUCKING AROUND!" And when you paid he goes "Oh right, you're rich! Now I've got stuff to sell if you want, 20 bucks a piece, the price is high but it's worth it! Damn I'm gonna be so rich yo!" And you're just standing there watching him go.
