I say just buy it and see if it runs. If it doesn't, refund it. If you get around 30-40fps friend me since I have an idea as to how to increase fps.
The performance, however, will not be too good. You may have to play in a very reduced resolution or in a small window most probably (there is one guide on Steam here for that).
Like others said, I would buy directly on Steam so that you will be able to test how HK runs on your hardware and then decide to refund or not. (buying in external digital shops doesn't provide you refund options)
The 650 comes with a basic built-in GPU. It will be designed to be sufficient for the OS, web browsing and video.
Hollow Knight doesn't seem to be particularly processor intensive. It's a 2D game which probably doesn't require a lot of video RAM. I'd be concerned that the bloom and blur effects might be consuming at lot of GPU cycles. There is some in-game control of these. They can be turned to low, but not turned off entirely.
The listed minimum graphics spec for the game is:
VIDEO CARD: GeForce 9800GTX (1GB)
DEDICATED VIDEO RAM: 1 GB
This card is 12 years old benchmarks at 769 on PassMark's G3D test. There are cards which out-perform it by a factor of 30 now.
Technically, your computer doesn't meet the system requirements, but there is an outside chance that it'll work, because you don't have a video card or dedicated video RAM.
Check the Steam terms and conditions, if I remember correctly, if you buy a game and it doesn't work then you can claim a refund, provided that you haven't played the game, based upon number of recorded hours on Steam.
if you're using a desktop PC, the cheapest alternative option would be a used card meeting that spec which is available starting at around $30.
