If the former, that sounds weird. For all of those specific things to have gone wrong without the entire save file becoming unreadable for the game would require really bad luck.
It seems to me that it's more likely that you had an issue with Steam Cloud erroneously replacing a current save with a previous one, which would have caused you to lose progress, but nothing more.
If that's the case, then not having the Seal of Binding entry would mean Path of Pain should be open on your save file.
But if you are unable to re-enter Path of Pain while not having the Seal of Binding entry, then your save file would actually be corrupted. if that's the case, could you confirm this? I might be able to help.

I used to think that I just had an issue with Steam Cloud, but Steel Mode was the most suprising thing. I unlocked it a few years ago, and never really tried it, but yesterday when I was creating a new save slot the only 2 options were regular or godmaster, today I killed standard Radiance again and a message popped that I can now play in Steel Mode.
Pantheons, Path of Pain, NKG and Hunters Journal I completed around the same time so I can understand why they were lost

Since you can re-enter the Path of Pain, it seems like this was in fact a Steam Cloud issue, and that you lost progress as a result.
Unlocks that aren't tied to a specific save file such as menu styles and Steel Soul mode are saved in the settings file, which isn't synced to the Cloud.
If you happen to have changed computers after unlocking Steel Soul, you would not have it on the new computer.
