i believe that's just considered architecture that is walling off the area from the elevator and city.
as far as i'm aware, there's no pathing through that at the least.
It's just there for atmosphere, in relation to lore about (location) City of Tears, i.e. the fact that (story spoiler) all the paths in and out were locked due to the plague.
I wasn't too bothered by it, myself, but I encountered a map that specifically routed the path through that door. Unless someone tells me otherwise, I shall assume the person who published that map--or rather, the path through the map that took that route--to have been making stuff up they'd never played through.
