From talking to the mask maker, masks seem to help bugs focus on who they are and separate themselves from common bugs. Especially for those that naturally are more 'wild'.
Only the vessels are 'empty' as Coco put it, and I don't think it's a mask, but their shell, hollowed out and replaced by the void.
It's not clear if Elderbug wears one. Somehow I feel like he doesn't, but maybe? Remember not all bugs wear masks. For example, I highly doubt that Cornifer or Iselda wear them. They don't even seem to be from Hallownest, where masks were fashionable and/or necessary to wear.
