If Hollow Knight had XBox Play Anywhere and cloud save data sharing between Microsoft Store version and XBox version, like some games do, it may be possible, but currently it doesn't have such an option. Hollow Knight for PC on Microsoft Store and Hollow Knight for XBox are different, separate game versions.
The announcement says "cross-platform cloud saves", which means that it's only for same-store cross-platform; In other words, if you have a save file on Steam Cloud, then on any other device where you have Hollow Knight installed through Steam, then Steam Cloud should be able to try to sync your saves.
Before that update, you could still technically get saves across different computer OS, but it required manually downloading the save files.
If you have Game Pass, specifically, both on PC and Console (GP Ultimate for example), you can just install Hollow Knight on both PC (via Microsoft Store) and Xbox, and then launch the game on PC and it'll automatically fetch the save files from Steam (at least I don't recall doing anything - at most you have to copy the save files from Steam's save location to MS Store's save location [and perhaps change the name of the save file, but that's it]). Then all you have to do is launch the game on the Xbox and since it has cloud saves, it'll just sync them to the console.
