I don't see any manuals or drivers for it, unfortunately. One person in comments on some store mentioned that this gamepad had some drivers for it on a CD in the package. If the gamepad works in some games, maybe it's not necessary to install them.
People in comments generally mention that this gamepad requires to have some third-party gamepad emulation software installed to be detected and working correctly in games, like this one:

But technically, I think, if you only play games on Steam, you can just try configuring Steam Controller settings like I mentioned. Don't try to use both things at once (x360ce and Steam Controller settings), otherwise there may be conflicts. These two things work similarly (gamepad emulation). So just choose only one or the other for the emulation. It should probably work fine when you spend some time on configuring it.
PS. If you don't wish to play with and configure all these emulation things (sometimes it can be really tiring) and you are using Windows 10, consider returning the gamepad and instead maybe investing in even an old used XBox 360 Wired controller, you won't have to deal with software/driver/emulation problems then. 🙂 The one I decided to invest in 2014 is still working great. The purposes of x360ce and Steam Controller settings is to basically emulate XBox gamepads, because they have the best game compatibility on Windows PCs.

I'd just like to point out that maybe the reason your controller doesn't work is cause there's not enough power going in to the USB, so if you have a bunch of other ports plugged in to your PC try taking them out, then connecting the controller.
Connect the controller.
Your keyboard will likely have a Windows key (some images on right at: https://en.wikipedia.org/wiki/Windows_key)
Press the Windows key + R (This opens the Run dialog box)
Type: joy.cpl
Press Enter
That opens the Game Controllers dialog box.
It should list your controller.
If it doesn't, try the controller at other USB ports.
If it does get displayed at Game Controllers then onto the next stage.
Leave the gamepad connected.

Open Steam and go to the Controller Settings screen.
(Follow the guide (https://wiki.albany.edu/display/icehcspace/%5BSteam%5D+How+to+set+up+a+controller+for+any+PC+game) to step 3 to get to that screen)
On the left, under Detected Controllers, you should see the controller.
If, instead, you see the message: 'No Controllers Detected', check if the 'Unhide Devices' button is available. Click it and your controller should be visible again.
If neither the controller or Unhide Devices is visible, unplug then re-plug the controller.
If neither become visible, try your controller with another USB port, then the next etc.
I've read of Steam sometimes having issues detecting controllers when they are connected at certain USB ports, such as via a hub/other device, rather than a USB port directly on the computer.

Now you'll likely need to define it.
Click on the controller, and then click Define Layout.
(If Define Layout doesn't show up it means Steam has automatically defined it for you, just tick PlayStation Configuration Support & close Controller Settings, then try HK)
At the Define Layout screen, as Steam recommends, use the keyboard to navigate (Up/Down arrow keys, Enter key).
Press Enter and then the button/control on the controller that corresponds with the image/text. Repeat.
Once complete use the mouse and click Save.
Under 'Select the type of controller', choose 'PlayStation 3 Controller' from the drop-down, then click 'No, thanks'.
Now, back at the main Controller Settings screen, tick PlayStation Configuration Support & close Controller Settings.
Try HK.
