Yeah, I'd wager he's probably the worst the bosses get, in terms of difficulty. If you're having trouble with him you can destroy one of his copies by opening the ceiling in the room before the boss fight and dropping a chandelier.
If I had to make a top worst bosses rated by quality, this would be an easy #1.
that boss is also really easy (it's the boss i've fought just before the final boss) and really boring.
Never needed full upgrades for them too (3* nail, no shadow dash, no quickstrike, some extra masks). I enjoy the multitasking and dodginess of the encounter along with the fact it still is a medium speed fight. Heck, I'd love a dreamer version of those guys (3-4 at once, but no 2 mask damage).
If you ask me, Zote (2 damage and +) is way more annoying of a fight.
Soul Catcher / Thorns of Agony / Spell Twister / Grubsong / Sharp Shadow / Defender's Crest / Dream Wielder are the charms I used. I have the Coiled Nail and Shade Soul so my equipment's probably stronger than it was when I first could've attempted to fight them. Either way, Dream Wielder, Soul Catcher, and Grubsong make building soul very easy, and then Spell Twister makes spells cheaper, so I used almost all of my focus on casting my projectile at the knights when they were on the ground. Only healed if no knights were alive (e.g. the 2 live ones had died and 2 more were spawning in). Defender's Crest could be swapped out with something else if you have the space for it.
Even cuphead and Sekiro didn't give me level gating like this...
Couple thoughts/suggestions:
1) I wouldn't say their movements are that arbitrary, or at least that difficult to avoid. Their sword attacks are limited to the ground (the bosses at the end of the first three Pantheons are nightmares for that), their rolling attacks are only a problem if you're standing right next to them when they start it, and their aerial attacks are slow enough for you to dash out of the way. Although it's definitely a pain when you get trapped in a corner during their aerial attacks...
2) In addition to the tip someone had earlier about the chandelier - once you get into the phase where there's two at a time, try to do as much damage to the one that's already active while the second is getting revived. Helps to keep them from both giving you trouble for too long.
3) Descending Dark (and any charms that increase spell power, reduce spell cost, or increase soul-gathering) is your best friend. Seriously, once I realized in my second playthrough how crazy overpowered that spell is, a lot of the bosses went from "THIS IS SO ****ING HARD" to "huh, that actually wasn't too bad".
