Games like DST, with Workshops, are just much easier to mod because the only thing you have to do is browse for something you like and press Subscribe. Steam will then download the content and install it for you. You can see it in the Download section of your library when subscribing to a new mod (or when they are updated).
For DST, it's called Don't Starve Together - Workshop Content
But in any case, the content is still being download. The question is more if the installation and activation process* are being done automatically (Steam Workshop) or not (Manual Installation).
*some games will still require the user to activate the mod inside a menu or a game launcher
to find your installation path, you can right click the game name and look at its properties and browse its local files to see it
and sorry but you will have to download it, hollow knight doesnt support steam workshop
