What do I do in the city of tears?
So I got to the city of tears in an unconventional way: I went from the forgotten crossroads to greenpath, like normal, and then went into the fungal wastes and got the mantis claw. However, after that, I fell into deepnest from the moss chapel. From there, I found the tram pass and lower tram and rode that to the kingdom's edge. From there, I went into the city of tears through the flooded stagway in the king's station. However, I've looked all over the place and haven't been able to find any NPCs or anything to really do. What should I do?

Thank you, where do you find that?

If you found the flooded stagway you are really near to king's station, from there you can go back to Dirthmouth.
King's station is above the flooded stagway.

They mentioned an elevator that goes to resting grounds, but I'm not sure if you can reach it from City of Tears to Resting Grounds or all the way round.

Anyway, did you fight the Soul Master? It's in Soul Sanctum, in the City of Tears. If not, there is not much you can do in Resting grounds except for getting the dream nail.

PD: I feel for you, falling into Deepnest by mistake. T_T

Did you find Cornifer in City of Tears? Soul Master is not that far from him, it's somehow to the right from the place you find him. But the problem is you entered City of Tears from the "wrong" side, so I thik you'll find some trouble finding him from there. Well, there is no "right" or "wrong" path for this game, but some paths are easier than others. I think the easiest approach for City of Tears is going to Fungal Wastes and entering the City of Tears opening the gate with the Crest.

If you are still near the flooded stagway, I suggest you to explore that area in order to find King's Station. There, you can go via Stag to other places.
King's station is above the flooded stagway.
And if you are in the flooded stagway and go to the right through a "fake" wall, you'll get to Kingdom's Edge, but I suggest you not to go there yet, at leas not before defeating Soul Master.

I've found the stag station and I did actually come in through the fake wall. Where do I find cornifer? I've been wandering around but haven't really found anything apart from the hollow knight memorial

Yes, not a whole lot to share with you unless you don't mind spoilers!
There are a few different boss fights but to access one of them you need a double hump ability and to access that fight you need another one. (Broken vessel, Watcher knights, soul master.) IF YOU DON'T MIND MINOR EXPLORATION SPOILERS KEEP READING, IF YOU DO MOVE ON!

Ok so this is going to be a somewhat misinformed guide as I myself found these following things in the past 2 day of my play through.
You can go explore the ancient basin and if you have the crystal heart ability you can use it to get to the broken vessel fight. Defeating him will open a pathway to the monarch wings. Using the monarch wing you can go explore more of the city from the kings station area where you will eventually find the Watcher Knights. I am currently struggling to beat the watcher knights as well as some dream bosses.(Failed Champion, Soul Tyrant, Lost Kin, the blade guy I can't current;y think of the name of)

TLDR lots of bosses and a new ability and some grubs.

I think the issue here is if you enter through King's Station, you're in the eastern part of the city. If you enter through the front gate, you're in the western part of the city. Normally the east half can only be reached much later in the game, so I think it's always possible to go from the east half to the west half, but if it's not, you'll have no choice but to leave the city again and enter from the west.

once you go down that main elevator jump off it to the right and you could land on some platforms. keep going right until you find a big door way. go inside and start searching through the place. there are lots of elevators and blocked doors. find your way through the area and you might find the soul sanctum and a bench

You noted that you have found the Hollow Knight’s Memorial, right?
That means that if you keep going left from the memorial, you will be able to find the Nailsmith. There you can upgrade your nail.
After that, you can do some parkour in the room directly left of the Nailsmith to unlock the top part of the western city of tears leading to cornifer, a bench, another stag station and a lift, or you can follow the elevators in that room to find a bench along with quirrel.
If you do the parkour, you will be able to unlock relic seeker Lemm, who buys collectibles from you, as well as a small shortcut that skips the parkour. Going up from there, you can slap a few levers and do a bit of exploring, until you find a branch path; an ominous looking doorway and a somewhat obvious arena battle, Go to the ‘arena’, kill the few enemies, and continue left and up, and you will find Cornifer and a Pay Bench.
Opting to use the ominous door is a bad idea without saving at that pay bench first.
