Is the king soul considered a charm?
Because i think i have all the charms except for one of the dlc and i cant buy the blessing.

Yes, you need that to get Salubra's blessing. I mean Salubra's pretty clear you need 40 charms to buy the blessing, and there's 40 charm slots in the menu. If you have neither the DLC charm nor the King Soul, you'll have 38 charms.
