Soul Catcher is pretty useless, of course, but it's also an early-game charm.
And if you're overcharming with eater, a reduced notch cost wouldn't make a difference.
It's really hard to balance things out just via changing notch cost, especially with low-cost charms, because you have to round yourself to the nearest notch. But then if you try and change the effect, you have to round yourself to the nearest mask with defensive charms, so it gets equally hard to fix things on that end. I don't think there's a good way to balance them.
I think people took my point to be that souleater was bad: my point was just to show how borderline it is, and in turn that catcher is pretty trash.
