Are all actual "content" DLC's free?

Yes, all the extra stuff you can pay for are soundtracks; the 'dlc' is all free content packs integrated into the base game when you buy it. The game is complete and what was originally going to be the final content pack has been expanded into an upcoming sequel.

All the content DLC is free- the DLC you see for sale are just soundtracks. This game is complete- there's a sequel in the works, though.
