On a sidenote, with how many Fps was everything animated in hollow knight tho?
If Its below 60 Fps you wouldnt notice any difference with a higher framerate either way (unless you jump from screen to screen, as in spamming looking up and down, which would have nothing to do with the animations themselves but rather the screen jumping from place to place, or if we are strictly talking about effects/enemies on screen).
EDIT: What fixed the issue for me was to simply uninstal it, delete the document and steam files, and installing it again.

Of course i tried to change the framerate in the .ini
My monitor is at 120 Hz on Panel Nvidia..
If i put my monitor to 120Hz and play in 60 FPS i notice a difference, its not smooth.
If i put my monitor to 60Hz, it just dosen't work... i mean i have big issues, my screen is supposed to work at 100Hz+, not 60Hz :/.
Found the solution, it was the STEAM OVERLAY that locked my FPS. ♥♥♥♥ STEAM !
I even found a better solution than just "Disable Overlay", i tried to put steam in admin...well, now all works like clockwork
