Hello, does this count towards the completion percentage, and would I still get Saluba blessing if I don't have it?

I don't know if it counts towards completion percentage, but you can still get the Salubra blessing even if u haven't upgraded ur fragile charms to unbreakable

Making charms unbreakable counts to nothing. It just makes them unbreakable.

None of the variant charms count towards completion %, it’s based solely on the total number of charms you have. You actually lose 1% when you give Divine a Fragile charm (because it’s no longer in your inventory), and get the 1% back once you pay her for it and get the Unbreakable version.
