It is a mixed bag, as with a lot of charms. It is very useful, if you can learn to use it properly, and when you are learning bosses that you have yet to master. Strategically it does precisely what shields are meant to do; give you time to figure out how to beat something. Once you know the boss, you can fall back onto the speed boosts and just dodge.
I will say it is one of the more satisfying charms to use, the option it gives in a pinch is worth the two notches if you can't fit in something else you want. It lacks synergy, but thinking about it makes me wonder what I may have missed there. It makes sense as a top-end shield for blue masks, maybe it can do something else.
