Csn't find the map guy in dirtmouth

In the royal underwaters I found map dude's buisiness card and it said he's now in dirtmouth but you know where he's not? dirtmouth... anyone know what's going on?

He's never in Dirtmouth until you've bought all his maps. What he meant is that the map you missed out on buying from him is now sold by his wife. Talk to her whenever you miss him in a region.
