does sly restock his shop? the only left for me to buy from him is the lantern thingy, so I'm wondering if he restocks the shop or if he just becomes obsolete

No. The only thing he ever "restocks" with is if you find the key to his storeroom.
He's not a persistent merchant who always has stuff for sale, you'll eventually buy everything off of him.
