Well, anytime a game on steam has free DLC, its downloaded automatically anyway, so there really isn't a point to creating store pages for DLC that is free from the moment it launches. Besides, updates are still technically DownLoaded Content.
The original Skyrim release and Final Fantasy XV also have separate higher quality graphics packs. By not including them in the default install, users with weaker computers are able to save precious time and harddrive space on assets that they can't use.
Team Cherry just doesn't have a lot to gain from either of those approaches.
Don't worry, loads of people have been making that mistake.
