What does "Frame Rate Cap" do?
It doesn't cap the framerate, so I'm wondering if it's broken or just doing something I'm not aware of.

It caps the frame rate for me. You've got something else going on that prevents it from working.

I know this is kind of old but yeah this option doesn't do much for me. My framerate goes from 600+ to around 400 if I 'cap' it. Lol. I figured it would cap it to my refresh rate, similar to vsync. Vsync in this game is pretty awful, input lag wise so I'm trying to avoid it. But I don't need to play the game at 600 fps either.

Weeks old thread, but it's bumped now anyway...

The frame rate cap option seems broken for me as well. I use an external program (RivaTuner Statistics Server) to cap my FPS to 120 now, but I would have preferred an in-game option.

Note that VSync is never a good alternative to a working frame rate cap. There are two ways to implement VSync and one limits your FPS but always introduces a noticable input lag (double buffered) while the other (triple buffered) isn't as laggy but also does not limit your FPS. In fact that's how it avoids lag; it just renders as many frames as it can (which could be ten times more than what your monitor can display) and displays the most recently finished one when your screen refreshes.
Seems to be broken for me aswell. On top of which, enabling framerate capping seems to disable v-sync.

I was playing with these settings earlier today and it had me wondering the same thing. V-sync seems to frequently forget that it has a cap of 60, very frequently raising and remaining briefly within the 70-110 range until eventually returning to 60. And I have the resolution set to native @ 144hz.
If I turn on the frame limiter it doesn't seem to limit anything. The frames per sec can easily remain within the 600's. And having both v-sync and frame limiter off is the same.

I doubt I have anything else taking control of it. Unless Nvidia Control Panel is for some weird reason able to override a frame cap by default. Seems even less likely given that it hasn't been difficult finding others with the exact same confusion.

Same for me, the frame rate cap just lowers the FPS from about 470 to about 410. Luckily Vsync works fine for me without any input lag.

If your PC can handle 600 FPS, your monitor is at 144 Hz and VSync limits your FPS to 60, that's actually a bug. It should limit it to exactly 144 frames per second, i.e. display one frame for every time your screen refreshes. Are you sure you're seeing it correctly?

I think so. I'm relying on Steams own fps counter which has always seemed to be good enough in the past. And it does seem to be having very brief skips because it's pushing itself too fast without v-sync. It may be a factor that I have a dual monitor setup with one of them at 60hz but it has never stopped me from having 144fps cap in other games.

You could try using RTSS to cap the framerate instead.

You can adjust the frame rate cap in the "...\Steam\steamapps\common\Hollow Knight\hollow_knight_Data\Config.ini" my default cap was set to 400, which could be the case for you too.

Mine was set to 400 as well. Why would that be the default? I set it to 60, now framerate cap is working.

Old Threat, but you can actually set your FPS Limit in the Hollow Knight Folder under Steam>steamapps>common>Hollow Knight>Hollow Knight>Hollow_Knight_data>Config
Under the part "[VideoSettings]" you can set your FPS Limit.
