There's a stagway station in the north-west of the city map (or upper left, I suppose), though you have to go pretty far into the city to be able to loop around and get back to it. I also vaguely recall a way to go over the gate once you've passed through it, though I don't recall the precise details.

You can climb up the wall to a small passage with the Mantis Claw, but you need Desolate Dive before you can actually get back to the other side.

After defeating the Soul Master, you can use Mantis Claw to climb over the gate, then use Desolate Dive to break open a shortcut between the City and the Wastes.

Keep in mind that you will only be able to explore the west half of the City for now. You must go around through the Crossroads, Crystal Peak, and the Resting Grounds to reach the East side.
If you had entered the City from the East side in the first place, you could have gone the whole game without ever needing to use the City Crest.
