It's a game feature. Hence why it has the effect of doubling the damage you take. Usually the game stops you from applying a charm that goes over the number of notches you have but if you keep at it then the game will eventually let you apply the charm. Best done with charms that require a lot of charm notches to apply.
It's an interesting mechanic. The downside isn't that bad if you're fairly confident in your dodging abilities, though.
Is it only double damage? I thought it was +1 damage for each slot over the limit. I recall taking four damage from one hit in the Abyss due to having the five-slot charm overcharmed at the time. Or do those enemies near the mirror normally do two damage?
The Siblings do two 'hearts' of damage normally. Anything that does 2 damage will do 4 when you're overcharmed.
