The door by the elevator is mostly there as a symbol since you get told that the city has shut off its doors. It never does actually open.

That is the door they're talking about. There's a hidden path over it, that you need desolate dive to open.

It connects the city with the Fungal Wastes? Both the City Crest door and the elevator room door lie between the City of Tears on the right and the Fungal Wastes on the left. The City Crest door can be opened once, before it closes forever (but there's a shortcut above it once you have Desolate Dive) but the elevator room door is closed forever; it can never be opened.

Oh, THAT door. I keep forgetting that is even a door because I didn't even see it as such until I started to analyze the whole map, and then forgot about it again.
