How do I get the flukenest charm to work?

The charm says it's supposed to transform the vengeful spirits spell into a swarm of flukes, but when I equip it and cast vengeful spirits, it seems exactly the same as without the charm. No flukes or anything. I'm pretty sure this isn't right, but I can't find anyone else online who ran into this problem, so I figure I must be missing something obvious. Please help if you can.

thats a glitch my dude, try exiting out of that there game and try getting on again and see what happens.

Quitting the game and reloading doesn't fix the glitch. I wonder if this has something to do with the fact that I died upon defeating the fluke nest boss and had to return from the bench to pick up the charm it dropped. As far as I can tell, all of my other charms work properly.
