Hello guys, what i need to do to see this NPC? I want sell my relics, i guess that i did everything in City of Tears but so far I can not see Lemm in where he should be.

He is easy to find. Just look.

I believe he is just up the elevator left of the Hollow Knight statue through a hidden wall. Look for the Fleur-de-lis sign

If you have interacted with the Hollow Knight statue he can be found by the fountain. Talk to him there and he will return to his shop.

should i even sell the relics or they are needed ?

Point: when you die, you might lose your geo. You can't lose your relics by dying. i.e. the best time to sell your relics is right before you spend the money. If you're replaying the game and are pretty sure you don't die, you can just sell your relics ASAP.
