I'm afraid since you already take 3 fires on that last stage, you won't be able to find him anymore. If you can still see the fire in the map, though, then I think you should be good.
Just for your information, he can be found inside the left-most house in the Distant Village.
It's still GOTY 2017, made by the best devs I've ever known. But I do hope they at least tweak it a little, so I can make a purposeful decision.
To clarify for future people, as of today I collected all 3 flames, and then went to Brumm in distant village and he was still there offering to meet me in a new location to fulfill his will.
I did not kill Nightmare Grimm and I think that's the reason he is still there.
For information, you need the Grimmchild's charm equipped to see him, otherwise you won't see him.

For example, during the third phase of the quest I first went to Distant Village, talked to Brumm and got his fire and then I went on and got the last two.
