I wouldn't say it's RPG based at all, just an exploration-action game. Your character improves as the game go on, that's all. If you defined what you understand by RPG game, I could help you a bit more.
Let's tackle these questions one at a time:
This game is NOT super hard hard. It's not EASY though. This is a game which rewards quick reflexes, precision and quick thinking, but not on a fighting game level.
This game has SOME RPG aspects to it, but they are not its main focus. You can upgrade your weapon and you can get upgrades as you progress through the game. There's also NPC encounters and development, NPC merchants etc. And... That's about it for the RPG elements. The combat is real-time, there's no concept of classes, there aren't multiple weapons, upgrade paths and whatever... In short, this is NOT an RPG, but it does have some RPG aspects to it (as do all metroidvanias).
Yes, the enemies do respawn.

You lose the money on death but can get it back by going to the spot and collecting it (like DS).
There are no weapons/armor like in DS but there are so called charms that you can equip that have different effects.
Other than that you are basically doing two thing: Exploration and finding your way in a fairly open map, including some light puzzly elements in that you may need certain items or skills to progress one way that you will find elsewhere. And, of course, fighting enemies, in a dark-soulsy kind of way, i.e. you usually need multiple hits to kill them and you will have to dodge, time your attacks, etc. Also, boss battles.
It's tough to say whether you'll enjoy it if you're new to Metroidvanias, though. For me the Metroidvania genre keeps the core parts of what I love about RPG reward systems while stripping out all the fluff and replacing it with tighter moment to moment gameplay. You might enjoy it, you might not.
Hollow Knight exemplifies a lot of the best parts of the genre, but be warned that it is potentially very difficult if you're not familiar with this kind of game.
