Many of the NPC's are just conduits for flavor-text, there to add life and color to the game world.

Nothing aside of explaining, why there are not so much travelers around (use Dream Nail on her). Also, she indicates hidden location above, with optional loot.

If you double jump where she is eating you will find a hollownest seal. I don't think she is significant in any other way.
