NPC that buys your relics?

Hello, I've read that this npc that buys your relics is located in City of Tears, but can't seem to locate. Does anyone know where? Thank you.

Go left from the square with the big fountain, then take an elevator up, then go right.

Does somebody know where he is after he left his shop? Something with fountain square.

he goes out and stands by the Hollow Knight statue for a bit, I'm not sure what causes it but he goes back to the shop after you talk to him.
