King's station crystal heart/elevator bug

At the location of the elevator connecting the king's station and the resting grounds, there's a secret area you're supposed to access at the top right when you have the crystal heart but for some reason you can't use crystal heart when wall grabbing the left window of the elevator room. Is that intentionnal?

You can get there by climbing up without the elevator. That leads to the arena but it will be locked until unlocked from the other side.

You don't need super-dash to get there, regular dash should be sufficient. Double jump is also helpful. However, if you only get to this area from the elevator shaft, you won't find anything of use there, it would be just a dead end.
