Land of opportunity glitch?
No, i'm not having trouble finding jasper. I'm finding that Fornaval won't sell the land to me after i've refused to help pay the moving expences for jasper and his family. From what I remember in the PS3 version, I should be able to buy the land at this point. Does anyone know if this is a glitch or is there something I'm forgeting to do?

***UPDATE***
I've just run a pretty thorough test in my game and it seems all you need to make sure you do, is speak to Jasper before any of the other family members. Once you've spoken to him (first), and his wife and kid (in any order after Jasper), you are able to purchase the land. Note that you only need to speak with these 3 family members, but completing their tasks (catch the kid, wait a day for the wife, return to jasper after pleasing the wife and kid) are not needed; simply talking to each of them once is enough to make Fornaval sell you the land. Furthermore, so long as you spoke to jasper first and triggered the option to buy the land from Fornaval (by actually speaking to him as if you where buying the land) you can actively take the quest all the way to the point where you can pay for Jasper's moving expenses, refuse to pay this, and still return to Fornaval and buy the land. The only thing I have not tested in this quest is if you actually need to speak to Fornaval early (as if buying the land) in order to still buy it from him after refusing to pay Jasper's moving expenses.

You have to buy the land after talking to all of them but before being prompted to pay their moving expenses.

You can also talk to him while chasing Pip.

sometimes jasper is dead, I believe his routine takes him outside the city and he sometimes gets killed by bandits, so you have to rest at an inn until he re-spawns.

You already resolved the quest by refusing to pay the expenses. you evicted them without a penny. You should have talked to fournival sooner and he would have offered the land.

No he didn't. The quest will remain active until he pays the travelling expenses.

I have tried several times to complete this by buying the house off Fournival without success. i've tried asking Fournival after I accost the kid, I've tried talking to him after speaking to the mother, I've tried talking to him after confirming the mother has made up her mind, I have tried talking to him after canceling out of dialog with Jasper.

Fournival never ever lets my buy the damn house from him! Do I need to make Fournival like me by giving him presents? Do I need to progress a certain amount through the main story?

I think the option of buying the land from him is triggered by time, i wasn't even at the point of convincing his wife and haven't spoke again to jasper, and had that option after a while

I've slept through several weeks while doing other quests and BBI stuff without him offering to let us buy it.

I believe you need to speak to all of them at least once before the option pops up. I had spoken to Jasper and his wife and was in the process of chasing Pip when he gave me the option.

I've actually spoken to all of them. I first caught the kid, then talked to the wife and waited a day to get her approval, then talked to jasper but refused to pay his gold fee. Normaly (in the ps3 version) i'd be locked out of the option to pay jasper's moving fee once turning it down once but that isn't happening for me on PC. I'm guessing that was initially a glitch in the ps3 version that was fixed on PC. Since fornival is locked in only asking me "how's the eviction process going?" before going straight into his usual shop diolague, i'm forced to start over and try talking to jasper first and then the wife and kid, but going to fornival before reaproaching jasper with his wife and kid's approval.

You need to talk to all 3 once. Dont get any of them to make up their mind. If Sara gives her ok or you catch Pip the quest seems to lock in to the eviction outcome and Fournival wont offer the property for sale.

Okay, thank you. If I ever enter NG++ I will test this out.
I've already remade my character to run a test (beat the game on PS3 so don't mind). I'll let you know in a few days to a week (depending on free time from family and work).
