Give this a try to see if it changes it because the only times any cut scenes are low (hard to hear voice actors) is when back ground music like you get at the encampment for Ogre quest starts playing. It doesn't make it a drastic change though just a little hard to hear at the low volumes I use when playing a game.
As a side for anyone else I tested several different surround sound applications to simulate while wearing headphones. It did also assist in making dialogue louder but made many other sounds echo (at least for me). Did this with various qualities of 16bit and 24bit audio.
The volume for in-game dialog is controlled in the game settings by the "voice" slider. The volume for cutscenes is, inexplicably, controlled by the music slider. I always turn everything down a bit but the voices so I ran into this problem. I don't know of a proper fix but turn the music slider back up and cutscenes will play at normal volume.
