Well, when you first leave Cassardis Rook hurries to the Raynard being attacked by goblins event. It's even marked on the minimap so it's easy to tell if "something bugged".
This is a one time opportunity, if you will decide to take a detour and reach the Encampment first then the marker will dissapear and you will miss the opportunity to save the peddler and Reynard will be removed from the game.

This video clearly shows that reynard isnt always on the road. Why is that. A bug? A timed encounter maybe? If you spend too much time lingering in the town before leaving? In the video he has 505 hp, which clearly means they spent some amount of time in town before going out.
Now, my point was to show how Rook basically drags the Arisen straight toward Reynard event. And upon first leaving the village there's even a camera shot empasizing that Rook wants the player to follow.
Im sorry, but how do you leave cassardis without triggering the encounter with rook. I mean, maybe you are the one who is dense for not understanding the question.
