Renting from active players ensures that any gifts and RC are going to people that might possibly use them rather than being sent to a nebulous fate. They may even rent your pawn in return. It's what made the game feel alive and active despite not having in person multiplayer.
There's no reliable way to tell which pawns belong to active players other than those that show up under the top pawns for the month. Recip hiring is a good thing since you'll need a ton of RCs later in the game and when your pawn is rented by other players it does not gain experience but is paid in RCs. You'll eventually need a ton of RCs later in the game (a million or more) and the quickest way to get them is by having your pawn rented by other players.
