Report a translation problem
On one hand - yeah, it sorta sucks as there are a couple of these (half the time I forget about Quinna).
On the other hand - it's not too bad. Sure NG+ may take time to get to, but you keep everything for the most part, so quests are more-often-than-not either just grabbing stuff from storage to turn in or duplicating something to turn in. Some Quest board stuff is also likely easier to do in NG+.
Seems like only way to keep him in your game is making him your betrothed also
And honestly - it is a fine mechanic. Adds to the realism; if a pop-up restaurant opens in your area for a week, they won't wait forever for you to come by, and if you miss it you might be SOL. It can be a PitA, sure, but iit also adds a little replayability if you REALLY wanted that item.
First time I saw him after rescueing him, was in the Emcampment. At some point after the Hydra he was gone and all the sudden I found him in Cassardis. Just to see him at the market in Grand Soren not much after that.
So if you're still before the "Lure of the Abyss" quest, try those three places.

As I said, nothing in the game told me of his existence, there is no rescuing him anymore apparently since I'm far beyond that quest, I even went back to check.
Wait you missed the giant cutscene when you started the game and left the first town for the first time of him being attacked by goblins and he yells for help.
Never got a cutscene leaving town, first time I left the initial town was at night looking for some moon flower, never heard any cries for help.
its one thing to explore but another thing to completely avoid something the game is setting up at the very beginning
Visit "The Black Cat" in Grand Soren.
The dude there will "kinda" explain it to you.
