Bugged Business

So I started the Bad Business quest by entering Maddie's shop after a certain point in the game - apparantly a little too late as the quest was cancelled as soon as it started. The required NPCs are giving out quest dialogue (although I'm struggling to find Ser Raulin) however, the quest has not shown up in the Journal. Would it be possible to complete the quest regardless? Despite the quest not being active, it did 'update' after I picked up the daggers.

I think the only people you have to talk to, to continue that quest, are the people in the Tavern-- if you talk to the bartender and his waitress, you don't need to talk to anybody else. You just have to go straight to the Aqueduct, and exit it through the gate.
