It's on the edge of one of the adjacent rooftops. A small book so look carefully.

Across from the cemetery is a wall you can jump over that leads to an adjacent wall you can walk across that leads to the rooftop the book is on.

All he said was that he dropped it while running. make me think it should be on street level not the damn roof

If you're having trouble with a quest, be sure to go into your quest log and set it as priority. Then you should get little map markers on your map and mini-map that point you in the right direction. Your pawn will also give you hints regarding the current quest -- in this case they say something like "we should look high and low."
